The meeting was called to order at 10:35 a.m. by Chair Campbell.
ACCEPTANCE OF THE NOVEMBER 9, 2007 MINUTES
A motion was made to accept the November 9, 2007 minutes as distributed. Motion was seconded and voted in the affirmative.
FINANCE COMMITTEE REPORT – Mary Cassani
Gross revenues for Tri-State through October 2007 have increased $1,674,028, or 7.67% compared to last year. Of this increase, Megabucks sales are up in all three states a total of $1,230,262, or 11.69%; Daily Numbers sales are down $626,242, or 7.69%; Paycheck sales are up over Triple Play sales from last year $1,220,331, or 67.86%; and the Promotional Fast Play games are down $150,323, or 11.12% from last year.
Total expenses so far for fiscal year 2008 are up over last year $905,007. This represents an increase in cost of sales of $952,496 and a decrease in operating expenses of $47,489.
Net Profit through October 2007 increased from last year $769,305, or 9.98%.
The Paycheck Guaranteed Contingency fund had briefly recovered from a recent shortfall, however, not enough to cover the jackpot win on October 9th and is now in the negative close to $90,000. All other contingency funds are in the positive. Expired unclaimed prizes are over $1.5 million as of October 31.
MARKETING COMMITTEE – Maura McCann
The press clip report was distributed.
PRODUCT DEVELOPMENT COMMITTEE – Maura McCann
The committee has been meeting via teleconference several times this past month. Twenty Dollar Raffle ticket update: The Maine Lottery has sold 23% of their tickets, New Hampshire 21% and Vermont at 24%. Advertising for all three states was discussed.
There was a discussion on the Raffle game sales and the use of expired, unclaimed prizes. The three directors will meet prior to the end of the month (end date for Raffle ticket sales) and develop a policy for the use of expired, unclaimed funds.
RNG Update: GLI did find three anomalies as a result of their testing; however, none of them had to do with the randomness; they were parameter issues and have all been worked out. The RNG which is set up in the draw room will be getting new software from MUSL. This will be downloaded into the RNG. Test dates will be conducted for the Raffle game.
Holiday Bonus Promotion: The New Hampshire Lottery is moving ahead with a Holiday Bonus promo. They will be giving away approximately 4,000 26-draw Tri-State Megabucks subscriptions from December 17–24, 2007. The Maine State Lottery will award a $10 cash prize in their promo which will run from December 18-25, 2007. Vermont does not plan to run a holiday program.
Last month, SGI was asked to come up with some revisions to the Paycheck game. SGI has provided some material, however, the committee has not had a chance to review the material.
The committee is still working on a policy for individual state use of the RNG.
DRAW REPORT – Maura McCann
Nothing to report at this time.
OPERATIONS COMMITTEE – Rich Sperlazzi
There are a couple SRSs in the works. One is for Fast Play to have multiple games and possibly multiple price points and the other is to have a button on the machine that would print out information on new games.
SCIENTIFIC GAMES – Liz Dimmick
Liz reiterated the fact that SG is working right along with all the committees. Maura pointed out that they (SG) have been very supportive in all the Raffle efforts in all three states.
ACCEPTANCE OF COMMITTEE REPORTS
A motion was made by Commissioner Scala to accept the committee reports as submitted. Motion was seconded and voted in the affirmative
